Chelsea have been handed a £10 million fine and a suspended two-window transfer ban by the Football Association (FA) after admitting to multiple breaches of the governing body’s regulations relating to football agents, intermediaries and third-party investment in players.

The FA announced on Friday that Chelsea were charged with 74 breaches of FA Rule E1.2, which were self-reported by the club’s current ownership following its takeover of the club.

According to the FA, Chelsea admitted to all 74 breaches before an independent Regulatory Commission, which initially imposed a six-point deduction suspended until June 30, 2027, alongside the £10 million fine.

Chelsea subsequently appealed the suspended points deduction, and an independent Appeal Board upheld the appeal after a further hearing. The Appeal Board replaced the suspended six-point deduction with a suspended registration ban covering two complete and consecutive transfer windows, which will also remain suspended until June 30, 2027.

The FA confirmed that the £10 million fine was not appealed and that the entire amount will be invested into grassroots football development.

In its statement, the FA said the sanctions relate to breaches of the Football Agent Regulations, Regulations on Working with Intermediaries and Third Party Investment in Players Regulations.

The governing body also revealed that investigations into individual misconduct arising from the case are still ongoing.

Chelsea’s current ownership had voluntarily disclosed the misconduct after completing its purchase of the club, a move that formed part of the FA’s disciplinary proceedings.
